SPRING Singapore’s Technology Enterprise Commercialisation Scheme (TECS) can provide the vital support and resources you need to help convert your ideas into a promising business. 

By addressing early-stage funding gaps, TECS aims to catalyse the formation of technology enterprises in Singapore and enable them to grow past their embryonic phase, secure third party funding and achieve growing revenues. 

Who can apply?

Start-ups and small and medium enterprises (SMEs) registered or incorporated in Singapore can apply. You can tap on TECS if your company meets the following criteria :
  • at least 30% of your shareholding is local
  • your company’s group fixed assets are below $15 million
  • you have no more than 200 employees (for companies in the services sector)
  • physically present in Singapore
  • registered/incorporated for less than 5 years at the time of the award
  • has at least one in-house technology engineer or scientist
Individual Principal Investigators, as well as research scientists and engineers from public sector research organisations (non-IHLs) are also considered for funding under the Proof-of-Concept (POC) phase.

How does TECS work?

TECS is a competitive grant in which proposals are ranked based on the evaluation of a team of reviewers, and the best proposals are funded. We will invite submissions every 6 months for Proof-of-Concept (POC) and Proof-of-Value (POV) proposals through the TECS Portal.
 
The second call window is set from 29th October 2008 to 31st January 2009.


 

Project Details

Support

POC Applicants are invited to submit proposals for proof-of-concept of their proprietary technology ideas. All proposals will first be assessed on their technically feasibility and commercial potential.

Individual applicants will be required to demonstrate commitment to continue their technology commercialisation work in the event they are awarded a grant and successfully complete the project.

Up to 100% of qualifying costs for each project will be supported, up to maximum of S$250,000.
POV POV is for applicants who are keen to carry out further R&D on a technology project, including the development of a working prototype. This project must be based on a proprietary technology IP which has successfully demonstrated proof-of-concept.

Applicants are required to demonstrate proof-of-interest from a potential customer or 3rd party investor. You will also have to demonstrate the necessary business competencies to execute the project.

Up to 85% of qualifying costs for each project will be supported, up to maximum of S$500,000.
Qualifying costs include: Manpower-related costs, Professional Services, Equipment/ Software, Intellectual Property Rights, Materials & Consumables and Other Operating Expenditure. POV funding will also include support for Prototyping-related Services.


TECS Evaluation

Proposals will be assessed, and qualified proposals will be evaluated on their technological and commercial merits. The participation of Serial Entrepreneurs and industry experts in the evaluation process are particularly important to validate the need for the proposed technology. This will ensure that only the best ideas, with the highest chances of success will be funded.

  • Technical Evaluation
    The objective of the technical evaluation is to evaluate the technical and scientific merits, as well as the feasibility of the approach recommended in the proposal. The various Technical Panels set-up based on specific technology areas will recommend the qualified proposals for final evaluation, and advise the feedback to be sought from applicants for proposals that require further clarifications. The Panels will include technical experts from RIs & IHLs (including representatives from the technology transfer offices), incubator managers, and government officers from economic agencies.

  • Final Evaluation
    The investment decisions on all proposals recommended by the various Technical Panels will be made by a final panel comprising representatives from the Technical Panels as well as successful entrepreneurs with relevant business and technical experience, business angels, venture capitalists and industry executives. Applicants will present their proposal to the panel, where the evaluation will focus on the commercial merit, the competency of the applicant to carry out the project, and in the case of POV Phase, the demonstrations-of-interest from a reference customer or a 3rd party investor. The panel will recommend and rank the proposals that qualify for award.

Members of the review panel will constantly review the technology areas that involve the development of intellectual property with high commercialisable potential under current market conditions.
