 Intellectual Property Management Programme (IPM)

With effect from 1 April 2013 onwards, this business capability programme will be streamlined into the Capability Development Grant (CDG) to support SMEs in productivity improvement and capability development.

Overview

The Intellectual Property Management (IPM) for SMEs Programme provides Singapore-based SMEs consultancy advice and funding support to develop and protect your intellectual property.

Jointly managed by SPRING and the Intellectual Property Office of Singapore (IPOS), it helps companies manage the entire intellectual property life cycle including its creation, ownership, protection and commercial exploitation. For more information please visit www.scopeip.sg.

The programme has 2 phases.

Phase 1 : SCOPE IPTM is a diagnostic tool developed by IPOS. It will help you to assess the strengths and weaknesses of your IP deployment and IPM system. You will gain a better understanding of your existing IPM status and possible strategic IP options based on current and future needs.

Phase 2 : You can implement recommendations in Phase 1 by embarking on IPM capability development projects. You will receive support for the qualifying costs, which include manpower, consultancy and acquisition of IP rights. Your projects can cover, but are not limited to, the following areas :
  • IP audit
  • IP education and training
  • IP intelligence and research
  • IP portfolio management
  • IP strategy
  • IP valuation
  • licensing
SMEs are encouraged to take the first step towards capability upgrading by tapping the Innovation and Capability Voucher (ICV) scheme. Under this scheme, SMEs may apply for the IP Business Diagnostic (Phase A) followed by the IP Legal Diagnostic (Phase B). The ICV (Innovation) can be redeemed at participating service providers.

SMEs which wish to further upgrade their capabilities may go into Phase 2, which will be assessed separately.

Criteria

You can apply for the IPM programme if your company meets these criteria :

  • registered or incorporated in Singapore
  • at least 30% local shareholding
  • have Company Group Annual Sales Turnover of not more than S$100 million OR Company Group Employment Size of not more than 200 employees*
* Annual sales turnover and employment size will be computed on a group basis.
(i.e All levels up for corporate shareholders holding >50% of total shareholding of the applicant company and any subsequent corporate parents, and subsidiaries all levels down)
