REACH Registration Assistance Pilot Scheme

Overview

This pilot scheme aims to help companies which are preparing for EU REACH (Registration Evaluation Authorisation and Restriction of Chemicals) registration. Under the scheme companies can obtain partial support for third party consultancy costs to help them prepare dossiers that are intended for registration with the European Chemicals Agency (ECHA).

Criteria

You may apply for the REACH Registration Assistance Pilot Scheme if your company is a Singapore-registered business involved in one or more of the following activities :

  • Trading and Exporting of Chemicals
  • Manufacturing or Producing Chemicals
  • Use chemicals as raw materials/components during manufacture/production processes

The scheme is applicable only to those intending to register their chemicals with the European Chemicals Agency (ECHA).

How to apply?

1. Ensure that your business qualifies for the scheme.
2. Contact the scheme administer, Singapore Chemical Industry Council (SCIC) to discuss your project proposal and application. You will need to work closely with SCIC to ensure your project meets the guidelines.
3. Finalise your project proposal with SCIC. If your project qualifies, you will be given an application form.
4. Submit the application form to SCIC with all the supporting documents.
5. SCIC will forward the completed documents and application forms to SPRING Singapore for approval. 

Upon successful application

6. Receive a Letter of Offer from SPRING Singapore.
7. Accept the Letter of Offer and start on your project.
8. Keep proper financial records. E.g. expenses, invoices, receipts relating to the project.
9. Keep proper project records. E.g. scope, timeline, deliverables, progress reports, project sign-offs, and evaluation reports.
10. Pay the project cost first. The grant is given on a reimbursement basis. 


Claiming for funds

11. The first claim must be made within 6 months of completion of project.
12. Submit your claim form with your invoices, receipts, bank statements (to show payment and clearance of cheques) and consultant assignment report. The procedure for claims will be provided by SPRING Singapore.
13. To minimise delay in claims, please ensure that you have submitted all the necessary supporting documents. Upon approval of your claim, SPRING Singapore will be reimburse you within 3-4 weeks. 5kB).
