QUality for Enterprises through STandards (QUEST) Programme

Overview

QUEST aims to encourage companies to enhance their productivity and competitiveness through the use of standards. QUEST provides grants for companies to implement standards in emerging areas such as carbon reduction, clean technology and energy efficiency.

Criteria

Companies applying for QUEST must meet the following criteria :

  • Registered or incorporated in Singapore
    • Minimum 30% local shareholding AND
    • Company’s group annual sales turnover* not more than S$100 million OR Company's group employment size* not more than 200 workers

* Annual sales turnover and employment size will be computed on a group basis.
(i.e All levels up for corporate shareholders holding >50% of total shareholding of the applicant company and any subsequent corporate parents, and subsidiaries all levels down)

Supportable costs

  • Manpower-related and training expenses
  • Consultancy and professional services
  • Equipment (hardware and/or software, materials and consumables)
  • Intellectual property rights
  • Other project-related costs (e.g. certification)

1 ISO 14064 Part 1 Greenhouse Gas Management

Part 1 covers the quantification of GHG at the organisation level. Companies have to set their organisational boundary and calculate all the GHG emissions within the boundary. This serves as a baseline measurement of their GHG emission level.

Grant of $30,0001 or 50% of total cost whichever is lower. 1 July 2011 to 30 June 2012
2 ISO 14064 Part 1 and 2 Greenhouse Gas Management

Part 2 includes the quantification and removal of GHG at the project level. The main difference from Part 1 is that companies embarking on Part 2 need to include a GHG abatement project.

3 ISO 19794 Series of Biometrics Interchange Format Standards

ISO/IEC 19794 series of standards provides requirements for defining different biometric data formats. These standards standardises the common content, meaning, and representation of different specific biometrics data.
 
Examples of some of these Biometrics standards include :

  • ISO/IEC 19794-1
    (Biometrics data interchange formats – Framework),
  • ISO/IEC 19794-2
    (Biometrics data interchange formats – Finger Minutiae Data)
  • ISO/IEC 19794-4
    (Biometrics data interchange formats - Finger Image Data)
  • ISO/IEC 19794-5
    (Biometrics data interchange formats - Face Image Data)
  • ISO/IEC 19794-6
    (Biometrics data interchange formats – Iris Image Data)

4 ISO 12647-2 Process control for the production of half-tone colour separations, proof and production prints

This standard helps ensure high quality of print products. Every aspect of printing pre-press and press process will be reviewed in this standard. By working in accordance to the standard, companies will be able to achieve a predictable and consistent quality in the reproduction of printed matter. The adoption of this standard will ensure the entire printing workflow is more efficient and also eliminate colour inconsistency irrespective of which paper material used.

5     ISO 50001 Energy Management Systems

Energy Management enables organisations to tabulate their total energy consumption and produce a plan to follow in reducing overall energy consumption and achieving an ISO Certification to the standard.

Grant of $35,000 or 70% of total cost whichever is lower. 2 January 2012 to
2 April 2012

How to apply?

Stage 1 : Pre-application information

  1. Check that you meet eligibility criteria stated above.
  2. Contact SPRING through the Enterprise One Hotline for an initial consultation. If eligibility and project criteria are met, you will be given the application form.

Stage 2 : Submission

  1. Submit the form and supporting documents to SPRING.
  2. When the documents are received, SPRING will send an acknowledgement.

Stage 3 : After Successful Application

  1. Receive Letter of Offer (typical waiting time 3-4weeks)
  2. Start the project within 6 months of receiving the Letter of Offer.
  3. Keep proper financial records. e.g. expenses, invoices, receipts relating to the project.
  4. Keep proper project records. e.g. scope, timeline, deliverables, progress reports, project sign-offs, and evaluation reports.
  5. Pay all project expenses in full before submitting your claim.

Stage 4 : Claiming for Funds

  1. Complete and submit Claim Form.
  2. Attach the supporting documents
    1. Invoices
    2. Receipts (including cheque number)
    3. Bank statements (to show payment and clearance of cheques)
    4. Consultant Validation Report
    5. Proof of Standard Certification/ Validation
      Note : Claim must be received within 6 months from the scheduled completion date of the assignment. Otherwise, the offer of the grant shall automatically lapse.
  3. SPRING will meet company to verify project has been completed and deliverables are met.
  4. Once verification is done, wait 3 - 4 weeks to receive the funds. To receive funds through interbank Giro, complete and submit the Giro form (PDF format, 77kB) with your Claim Form. Applicants not on the Giro scheme will be given a cheque.
