Announcement

As part of MTI-SPRING’s initiatives announced at the Committee of Supply (COS) 2017, SPRING’s Partnership (PACT) programme will feature an enhanced $80 million “Gov-PACT” programme. Under the Gov-PACT, the Government will serve as the large organisation with which SMEs/startups will work with to develop and test-bed innovations.

Partnerships for Capability Transformation (PACT)

Under the Partnerships for Capability Transformation (PACT) initiative, SPRING works with large organisations (LO) to identify and implement collaborative projects between the LO and local SMEs in areas of:

  • Knowledge transfer from an LO to at least one SME
  • Capability upgrading of an LO’s new or existing suppliers
  • Development and test-bedding of innovative solutions between an LO and at least one SME.

Criteria

Large Organisation SME
  • $100m in sales revenue and above
  • Registered and operating in Singapore
  • Have a minimum of 30% local shareholding
  • Have group annual sales turnover of not more than $100 million OR group employment size of not more than 200 employees

Gov-PACT

Under the enhanced Gov-PACT1, the Government will serve as the large organisation with which the SMEs/startups will work with to develop and test-bed innovation solutions that do not yet exist in the market. Participating government agencies would identify innovative solutions needed and seek partners through calls for proposals. Participating companies will go through different stages of product development from the ideation stage to pilot runs with the support of the lead demand agency.

The opportunity to supply solutions to the Government will help SMEs/startups build up their innovation capabilities. More importantly, this will also help companies to build track record with the Government as their reference customer as the companies scale up locally or export overseas.

The programme will also allow the Government to find relevant and innovative solutions that can address national needs. These include projects from emerging sectors such as urban solutions, security, healthcare, biomedical sciences and the Internet of Things.

How you can benefit?

With the Partnerships for Capability Transformation (PACT) initiative, selected SMEs will be upgraded in the area of productivity, capability development, and gain opportunities to co-develop innovative products or solutions with LOs. Approved projects will be eligible for up to 70% funding support for qualifying development costs.
